  1. Both I would say, but in this case, incompetence is more likely. I work in a similar environment and even if some members are competent, well it's just cheapet (or politically more correct) to employ incompetent people who lied on their resume. And either way coropate will shit into any ricebowl, be it good rice or bad rice as well. And before you think I consider myself some über expert, no I'm one monkey with a keyboard. I just knew that so I learned to to use TNT so now I'm monkey with a keyboard in one hand and a stick of dynamite in another. Doesn't make me any more competent, but would you try to take the keyboard from the TNT monkey?
