If those are public beaches, the municipality of that city should take care of them and not the volunteers. Who is the mayor of that city but above all of which political party? i bet is a socialist otherwise he would be mentioned at the beginning of the video. If he were a right-wing mayor not only these "volunteers" would not propose themselves for that task but if requested they would answer him: "are you right-wing liberal? Then do the tendering procedures as planned so we take advantage of it to make you fall with a legal quibble".
