It'd just cause a larger opposition from people who are able to strike at military bases and freeze the country's industry/economy, and you can't kill everyone who works your industry, not to mention all the potential defections in the military it would cause if you just went around murdering US citizens in massive and public explosions. WACO had massive backlash in how the authorities handled it, and that was with weaponry much smaller than drones. The best way to keep people under control is the threat of violence, but when push comes to shove it'd just go worse for the government if there was an actual organized country-wide insurrection. And drone striking your own country would fan the flames of a potential insurrection.
