Only because you've been conditioned to see it that way, with society being negatively bias towards the Medieval Ages since the 19th century myths they cooked up.

@steelerj2000 Only if they were undercover, in which case they'd never try to fight. There are cases of shinobi who fought in battle, and they wore the same armour as any samurai. Because many WERE samurai, and there wasn't a real distinction. Shinobi were mostly just spies, nothing more.
