It is my guess that this was a government advertising contract, done by some ad agency that has no idea what they are talking about. its how most government ad campaigns work, its a way for an ad production company and the broadcasters to make money on a pointless contract. It has nothing to do with warning people or reaching a particular audience, it is all about money.
