Dutch here. The Brits, trying to push the Boers from South-Africa, used concentration camps during the 1899-1902 2nd Boer war. I have not wanted to compare the USA reservation system for the native peoples to concentration camps. Maybe such a case can be made. That would make the USA, the first.

@cia4kids Absolutely possible! Late 16th century, the Dutch were restling the spice trade from the Portugese. To be more convincing to native people to trade only with the Dutch and not with the Portuguese and certainly not trade independently, the Dutch equiped their merchant fleet with canons and armed troops. I have never been blind to Dutch colonialism and its practices.

@hansemannluchter643 Australia was a penal colony of the British justice system in Great-Britain. The inmates and their guards were not very friendly to the native people of the south-eastern part of Australia. The climate and the countryside was quite hostile. I am not sure, if fences were used.

@hansemannluchter643 Those in charge of the British penal system thought it was properly distant. They didn't care for those "inmates", whether they lived or died. In principle , the inmates were as if dead to the Brits at home.

@hansemannluchter643 I didn't know it, so I looked it up. About 162,000 convicts arrived in Australia between 1788 and 1868, on average about 2000/year. I do not know what to think of that number. There is no "normal" for me. Thanks for the question.
