Some programs were still proposed by the state department, but the implementation was done by USAID. Somewhere the CIA got control over USAID. Tell me more, if you know how that came about! My feeling? The state department was aware of what the USAID was doing in regime change operations. See for instance the role of Nuland in the Ukraine overthrow in 2014 together with diplomats and USA NGO's , financed by USAID, as that had grown as the mechanism.
