This part of the deal was kept secret to the American public by Kennedy, as he was probably afraid of "popular backlash" and decreased approval ratings. Politicians don't like the voice of the people. Politicians are afraid of it and develop secrets to hide what is really going on. The people are lied to, either actively or by absence of information. America's containment policy of Russia and China led to some 800 USA/NATO military basis around the world. The containment policy has now led to the USA "proxy" war with Russia in Ukraine. If the American people don't stop their government, the war with China will break out. Military development is a great cause of CO2 emissions caused by the production and maintenance of weapons of mass destruction. It is a waist of time, money and human intellect, which prevents real problems from getting solved.
