Russia had tried peace again in nov 2021 and was ignored/laughed away by the west. It was clear that the west wanted war. Why should the Russians inform the enemy in a truthful manner, when the west was not truthful at all!

  23. The Ukrainian leadership doesn't want a thorough investigation. It is highly likely, 99.9%, that the outome of the investigation is that the Ukr nazi's destroyed the dam. As the Ukrainians said "the dam was under control of the Russians". If the Russians would have liked to use "water" as a weapon, the Russians could just have opened the spill gates, instead of destroying their own vital infrastructure.
