  1. The Ukrainian leadership doesn't want a thorough investigation. It is highly likely, 99.9%, that the outome of the investigation is that the Ukr nazi's destroyed the dam. As the Ukrainians said "the dam was under control of the Russians". If the Russians would have liked to use "water" as a weapon, the Russians could just have opened the spill gates, instead of destroying their own vital infrastructure.
