The USA never feels obliged by a treaty. To the USA, a treaty is a tool to get what you want. The people were robbed in so many different ways. It is staggering. By war perpetrated by the USA, by ethnic cleansing operations, by judicial manipulations, such as the land allotment act of 1887, etc., by slavery (for hundreds of years by the Spaniards), by racism/dehumanization (since the Pilgrim fathers), by group punishment, by denying to speak in court, by administrative manipulations, e.g. through the bureau of "Indian" affairs, by tweeking the law against the people, by being killed on sight by Christian Americans, etc. etc. Maybe the life of black people in the USA was very dire, it was almost "heaven" compared to what befell to the people.
