Rwanda was a tragedy, maybe we should have intervened. But I have ZERO doubt it would have been thankless if we did. We would have been called Nazis and imperialists and occupiers, told the genocide was a false pretext and we were really there to protect coffee plantations or some shit, and then if genocide did happen later on, people would blame the US for causing the ethnic tensions. The people who said "Why didn't we intervene in Rwanda!" would have been saying the same thing about Libya if we never helped the rebels, Iraq if we never toppled Saddam Hussein, Somalia if we had never commenced Operation Gothic Serpent, etc.

When we intervene, we get called imperialists and Nazis. If we'd never overthrown Saddam Hussein or helped the resistance in Libya, you'd be saying the same thing about those places.
