  1. History of China is full of massive floods, thus building dams for flood prevention, irrigation, and hydro-power does make sense. The problem is more with internal distribution of fiscal resources. Too much is allocated for military and overseas projects, robbing necessary financial commitment for domestic needs. That is a byproduct of China's political decision making process and deliberate underinvestment in lands for ethinic minorities.
