  1. The "rationing" of ICE vehicles is already taking place in the UK market. From what's being reported, dealerships had to holding off delivery for ICE vehicles to their customers until the following year to meet the BEV quota for the current year. Punishing automakers for the preference and choices of consumers only distorts the market. Automakers will be forced to prioritize their BEV and Plug-in Hybrid sales in CARB States, which also results in less BEV and Plug-in Hybrid availability for non-CARB State consumers. And if the quota cannot be met, automakers will pass on the fines to all customers. I hope more people understand it impacts the entire North American market. (The concept of using mentalities to steer consumption behavior is pretty socialist, in my opinion.)
