Toyota's hands are tied. California requires 35% of all vehicle sales in 2026 (and 43% in 2027, 51% in 2028...68% in 2030) must be Zero-Emission Vehicles...unless Congress is able to limit the unrealistic ZEV quota by CARB States. It's no coincidence that Toyota is expanding BEV line-up at this juncture. US national average for ZEV was about 9% in 2024, and around 20% in California. While a hybrid would be more practical for many consumers, US policies require automakers to sell vehicles that meet government zero-emission policies. 2026 would be the first year that really matters for automakers in terms of EV line-up. Or rather, I suspect many automakers were preparing new models with this cut-off in mind. In the UK, the ZEV quota was 22% in 2024 and 28% in 2025. Automakers were already "rationing" vehicles to meet the quota last year. So if ZEV mandates stay, sales will get really ugly in CARB states.
