This can easily be Googled. So, they would have to work illegally to pay back The Drug Cartels. Unskilled labor, attempting to make a Living in Very Expensive Cities I e NYC, many don't Speak English. It isn't hard to predict, most will be Dependent on Government or even Homeless

The Maximum penalty of 6 months Imprisonment and fined $3,000 per Worker may be Imposed. This can Easily be Googled. In other words, the Illegals are going to have difficulty finding work. An Employer takes the risk of being heavily fined . Of course a business's insurance wouldn't cover an Illegal. Unskilled labor attempting to make a living in very expensive Cities.
