Right now, our Federal Law, "The Immigration Reform and Control Act of 1989" makes it Unlawful to hire someone here ILLEGALLY. An Employer could be cited with Fines and at risk at losing their work Permits or Licenses. Illegals would have to work under the table, get paid in cash, of course they don't Pay Taxes. Many send their Money back home to their home Countries and Families.

The Law makes it Unlawful Hire Someone here Illegally. An Employer could be Imposed Civil and Criminal Fines per Illegal Worker. Do People break the Law? All the time...of course. Typically, Illegal Migrants work "under the table for Cash"&famously Wired their Money back home to Families & their Countries. There's an online article about how Guatemala actually Depends on this $$$ coming from the States. All I meant was Unskilled Labor, many don't Speak English attempting to make a living in Very Expensive Cities will Only make Crime and Homelessness Worse.
