  2. The coal plant is actually a coking plant. The coal is heated in a reducing atmosphere (no oxygen) this releases combustible gasses, tars and oils. Coke is the remaining carbon which is used in blast furnaces to make iron and steel. The spoil heap will be shale separated from the incoming coal and ash from the combustion process. Cold ash is unstable and the heap looks to have been built by overhead conveyors. You can see the individual cones heaped against each other.
