One of the best explanations. I would add that while around 4000 people got cancer or died, less than 100 have died. Those cancers were mostly thyroid entirely because USSR refused to admit there was any problem at all. The accident itself was entirely avoidable but senior managers in a top down system must be obeyed. In terms of cell damage the people of Ramsar in Iran receive 260 mSv per year in background radiation. The annual occupational limit is 20mSv. The people appear to have a lower than average cancer rate though numbers are too low for a reliable population study.
