  1. Ukraine used to include the (currently Russian) oblasts to the East with the language spoken right up to Caspian Sea. The Soviets wanted their entire empire possessions to be lesser Russia, all speaking the Russian language. Ukraine is one such area but the language was only expunged from the eastern oblasts and then not entirely. Also remember that speaking the Russian language does not automatically make you a Russian person.
