Absolutely right, but how many men of family raising age are likely to return to Russia? Would anyone want to raise children in a country that has no healthcare, pretty much no education system, poor living standards and a dog eat dog attitude to everyone around. Putin and the Soviets who spawned him have trashed Russia and they don't give a monkey's.
