  2. Ridiculous excuses from Russia are a clear symptom of incompetent command and control. Any professional organisation would at least have viable excuses or more likely say nothing at all.

  3. Most tactical decisions are taken by the military officers. Politics only comes into play for the global direction of the war or when a situation (like Bakhmut has no clear cut choice).
