  2. Biden has the power to send more materiel to Ukraine but it’s easier to hide behind Congress. In any case that would need a decision. Biden can’t do decisions and his handler (Obama) is even worse. Everything happened by committee. NATO has realised it has to get the job done with or without USA. If only to show the US that NATO can fight for itself.
