Yamaha bike engines have the engine tilted with near vertical inlet tracts. VW could have done something similar solving the issue of odd length ports. That would have allowed separate cylinder heads. Costs would be similar because each one has half as many components.

The original W12 aero engines failed because vibration harmonics between the two cranks caused cranks and rods to fail. Daimler Benz spent years on a similar idea to merge a pair of DB605 - It failed. Rolls Royce tried it with the Vulture (two Merlins) it was rubbish. But RR always struggled with oil supply. Their development test beds used V twins with a standard oil pump they were unburstable. Stack six together in a Merlin and that oil supply became marginal. At high revs the big ends centrifuged oil out of the bearings. It took years for anyone to realise why.
