  2. Like every ex Soviet nation, pre war Ukraine struggled with corruption. The Russian money captured by western countries must be used for Ukraine reconstruction but it must be controlled. Simply paying it to US multinationals like Halliburton is not the answer but simply handing it all over will be even worse.
