In history, it's customary to use placenames relevant to the time period. Beersheba was (and still is) the accepted name in English, Arabic, and Turkish.

Germans specifically or everyone? The UK, France, the Netherlands, Italy, and Israel were against it. The PM of Italy said he loved Germany so much that there should be two of them. Most western world leaders of that era were WWII veterans or of that generation. That said, once Communism collapsed in East Germany, reunification was inevitable, because West Germans considered Easterners to be citizens of the Federal Republic by default, and the Easterners were quite happy about that.
