I'm not so sure if stricter laws are the only reason there are less shootings. If they didn't work hard on changing their culture, Japan could be at the top of the list in numbers of shootings, instead they are at the top of suicide rates. Lack of compassion between the people and greed of the elites has to come out in the statistics in some way.
