  1. You could offer to the local people a larger investment project. They would likely take the money in. Let them build a charter zone, something between a refugee camp and education center. Equipped with VR rooms, where migrants not just got processed before entering EU, but could also experience aspects of EU system, like using bank, credit cards, applying for job, improving their surroundings, working for community, walking a dog, picking up dog's turds and so on.
