Poland, Hungary and alike started with the same problems. Very quickly people realized that with EU agreements they can boost their business. There was thousands of projects all over the country. Now, when EU would need more funds to lift up others, we got the nationalistic boolshit going on with constant resistance towards the EU. After those experiences, EU made the process of acquiring funds more rigid, and complicated, so you need to be more creative and willing to compromise in order to get them. This doesn't ring right with people who still remember deals with Russia.
