I have been to a construction site like this, and seen the ready building. Sports arena in the town of Knivsta. Absolute beauty. This is prepared wood, impregnated with fire retardants. You would have really hard time setting it on fire. Even if you throw in some flammable liquids the entire building is laced with sprinklers and other features. Insurance, can't answer that question, but this construction is no different than brick and mortar when it comes to fire. I would even claim that it is more stable. Brick and concrete exposed to high temperature will crumble, while this timber does not.

@ChantaltheFrency The point is that it can stay in the loop. There are natural fire retardants that are integral to the cycle, like sodium silicate or potassium silicate. As to durability, I personally worked on renovation of the oldest building in Vetlanda, nearly 200 years old. All wood and it is not the oldest one in Sweden. The oldest wooden building I have been to is actually in Poland, a wooden church from 14th century. No fire retardants. Most of those buildings can last centuries, if you take care about them.
