  1. An average general cannot take a decision about attacking something 500km away from the front line. This kind of action has to be directed from the top rung. And yes, this is not a lesser terrorism than Alkaida hitting WTC. This is a direct military assault on European economy.

  2. Because of Palestinian rocket assaults and snipers taking Jewish kids as a practice targets. I am not aware of any major Ukrainian terror attack in Moscow.
