In the USA, right after the africans were freed from slavery, white people had to go and make fun of them by painting their skin and making fun of black people. This didn't happen in most european countries for example, so the context is different, and how for example in germany doing the nazi salute would be massively offensive and you'd get massive backlash, in for example another country you could do it as a joke.
