  2. PHEV specifically means Plug in Hybrid Electric Vehicle so if it doesn't charge from the wall it's not a PHEV, just a HEV or MHEV. Anyway PHEVs are most likely easier to engineer without prior experience in hybrids and allow for longer distances with EV power alone which some may find attractive for commuting and is better for the official emissions and fuel consumption figures, not necessarily for real life results. I would prefer more HEVs but as of now you really can't get them in my market from anyone besides Toyota, Honda and Hyundai.
