  1. It's always on purpose. When I worked a convenience store there was a gaggle of schoolkids going around trying to do petty shoplifting around the small (everyone knew eachother) area and from supermarkets to our place the two maybe 14yo kids would plan out the thing and scope all the mirrors and cameras, then have the 8-9 yo girls do the actual stealing and they themselves would come to the counter and buy something very cheap and small (like an individual candy for 10 cents) as a distraction.
