The reason why American regulations are difficult is because they're completely different from the rest of the world for no good reason so whereas in Europe you really just need to take emissions into account in the US you can't have brake lights or turn signals on moving body parts, you can't have wheels past the wheel arch, you have to have side reflectors, adaptive headlights are illegal, you have to have swollen low speed bumpers, etc etc etc all which significantly impact the design process of the rest of the car outside the powertrain.
