  1. It's very hard to prove any involvement typically. The reason why Putin (and very notably, his commissioner for children's affairs Lvova-Belova) had the charges stick is because they announce those actions proudly, as they consider East Ukraine to be part of Russia so to a domestic audience they're not doing anything wrong. Usually there's layers of plausible deniability due to bureaucracy separating the leaders from the actions with all the people in between. But of course most of all, Saudi Arabia has friends and Israel has friends. Russia doesn't have any allies anymore.
