The men were Tajiks and were paid in Rubles (which are unusable outside Russia), despite Moscow being on constant supervision by police they missed this attack starting and they somehow let the perpetrators escape. Literally what about this points to Ukraine? They wouldn't benefit from this at all either, we know if they want to send a message they can send drones.
