  1. Water conservation campaigns always, always focuses on private citizens, telling people to use less water while showering, preserve water while washing dishes etc... How about the golf courses, big rich suburbs in the middle of deserts, etc watering their lawns year round? What of grand fountains in fancy big hotels? Companies pumping natural sources dry for export? Just like with plastic use, the public is blamed and shamed into minor actions when companies are allowed by government to run rampant in their exploits.
