@evilds3261 don't ever look to the CCP for rational policy, there is no logic behind the vast majority of their decisions other than maintaining control and self enrichment at any and all costs. The 1 child policy caused their population and economic collapse but no one cared to reverse that for almost 40 years and now it's way too late. Cheers.
