  2. A car or motorbike has a licencee plate.(With road tax,etc.). Easy to policing that. Sidewalk is for walking. People just push for their convenience but living with other people is not just convenience. In Japan and bicycle need to be registered. And police can stop you to checking your own that bike. In some area there are share-bike and it is organized. The problem is people's lack of responsibility and operating in Gray area. A lot of people want reduce car sure but car industry is a number game and most city still need Tax from car. That is what need to be adjust. Right now it is just big experiment. All alternative transportation still have problem with weather.
