  1. This is the same story as chemical weapons in Syria. In Syria when Al Quida was about to lose a big battle, they would ask the US to bomb Assad's forces. The US would then warn Assad not to use chemical weapons. And of course chemical weapons would be used and US would bomb Assad. The US used this tactic about a dozen times in Syria. The idea is to urge the US military to directly confront the Russian army. So far the US has not issued a warning and unlikely to. Until the US issues a warning, Ukraine will not blow up the dam.
