  1. as it exists h1b is clearly unworkable as evidenced by companies abuse of it. make it so that if they want to hire a foriegn worker theyll HAVE to pay more than theyd pay a us worker. if theyre really that much more desirable then a us worker, then theyll have to pay more for them.
