Most of the time everyone would sit around twiddling their thumbs trying to look busy. Managers continually sabotage work to drive up pricing as customers pay a fixed percent of overall development work. I saw this in half a dozen companies, it was all a scam. Warm bodies were hired to sit around and surf the web because manager compensation is based on the number of direct reports and 95% of all work is done by 5 people. Sorry....ptsd
