One of the biggest drivers for changing speed limits where I live is revenue. I play the game right and don't knowingly exceed the speed limits. But our state government probably has more speed cameras per head of population than any other on the planet. So, in fact, the 85% model probably still rules and they keep adjusting it down as revenue falls. We also adopted some of the worst aspects of the Dutch system while combining them with our own city beautification plans. In the inner city we use roundabouts, combined with separate cycle land and humps where pedestrians cross. As if that's not distracting enough, the infrastructure is planed out with agapanthus, making pedestrians much harder to see. I have had far more near misses with these things in place than I ever have using simpler systems. Looking at the way the Dutch have done this, they have integrated the entire street, rather than just making showpiece intersections here and there that confuse the bejesus out of everyone (well, me...).
