All the current systems put too much responsibility on homes people. If a society is prepared to accept the old Harris economic model that presumes a certain level of unemployment, then that society should be prepared to pay to put a roof over those people's heads. But if a country like Finland can save €15,000 a year per person then it has to be worth doing. Besides, it takes the heat off police and emergency services. That has to make more economic sense.
