This is all relative. At the time of Barbarossa, T-34's and KV-1's comprised only about 8% of Soviet tanks in the field. In fact, on June 1, 1941, the Red Army had at its disposal:
59 T-35s,
504 KV-1s,
436 T-28s,
891 T-34s,
7,433 BT-7s
9,792 T-26's and
3,587 other light types
for a grand total of 22,702 tanks. (source: Zaloga "Armored Champion" p. 88). Ergo: the likelihood of running into a heavy tank was pretty low. Perhaps the argument he's making about obsolescence is that the production methods were now inadequate to meet the demands of higher quotas. The PzKpfw III was not designed for high volume production in the same way as the Panther was.
