Needless to say, this argument has drifted way off course and devolved into useless information. The Germans were a largely land-based force with a small navy. They gambled that submarines could do what they needed and battleships and aircraft carriers would not be needed because they were going places where the navy had never been needed. Hitler described himself as a coward when it came to the sea. The Kriegsmarine was never configured around having an aircraft carrier fleet. But early in the war, the Germans realised they needed one. The Mediterranean and the Atlantic both highlighted German deficiencies as a result of not having such a ship or indeed a fleet of them. There was simply no time to build it.
