The people of Mexico speak Spanish. ¿Does that make them citizens of España? Provinces in Canada speak French. Does this make them citizens of France? People all over the world speak English. Even you speak English, albeit poorly. Does that make all those people citizens of England? Some people in Ukraine were forced to speak russian, as a function of CCCP occupation.
