  1. russia was always focused on AA as there was no way for them to complete head to head with NATO in the air. russian jets don't fly because Ukraine also has a significant AA capability. That is, both sides have a good capability to strike aircraft. I do not take this to mean the end of the air force. Neither side offers anything like NATO aviation.
