  1. In some ways mini mills are like parcel couriers (only parcels) and combined mills are like the postal service (parcels and letters). Mini mills are vastly more profitable by only dealing with the most profitable part of the steel industry (recycling scrap) while leaving the rest (making virgin steel). But like with the postal service, you can't have one without the other, and what they end up doing is making the combined mills less profitable because they lose the most profitable parts of the business that can prop up the least profitable. Some countries heavily subsidise virgin steel production since it is such a critical resource for infrastructure and defence.
